Dr. Ahmet DİNÇER
Ahmet DİNÇER was born in Kırıkkale in 1976. He completed his primary, secondary, and high school education in Ankara. In 1999, he graduated from the Department of Economics at the Faculty of Economics and Administrative Sciences of Gazi University. Between 2007 and 2009, he completed his master’s degree in International Development Policy at Duke University in the United States. He received his Ph.D. degree from the English Economics Doctoral Program of Hacettepe University Graduate School of Social Sciences with his dissertation titled “Determinants of Sectoral and Firm Size Export Performance: Empirical Evidence from the Turkish Manufacturing Industry.” Ahmet DİNÇER has lectured as a visiting faculty member at various universities, including TOBB ETÜ, Ostim Technical University, Başkent University, and TED University, and conducts studies on global value chains, export performance, and green growth.
Following one year of professional experience as a specialist in the banking sector, he began working in 2001 as an Assistant Planning Expert at the General Directorate of Annual Programs and Economic Conjuncture Evaluation within the Undersecretariat of the State Planning Organization (DPT) of the Republic of Türkiye Prime Ministry. He was later appointed as a Planning Expert at the same General Directorate with his thesis titled “Consolidation in the Banking Sector, International Practices and Recommendations for Türkiye.”
He specialized in monetary and exchange rate policies, financial markets, foreign trade and competitiveness, economic growth and development, and international capital flows. He actively participated in the preparation processes of Development Plans, Medium-Term Programs, and Annual Programs. He also contributed to and participated in OECD committee meetings, IMF Stand-By negotiations, World Bank projects, and studies conducted within the framework of EU accession negotiations.
In 2012, he was appointed Head of Internal Audit at the Ministry of Development. He holds Public Internal Audit Certification and Certified Government Auditing Professional (CGAP) certification. He served as a member and trainer in commissions and committees established under the Internal Audit Coordination Board (IACB). In 2017, he was appointed Head of the Strategy Development Department at the Ministry of Development.
Following the transition to the Presidential Government System, he was appointed Head of the Strategy Development Department of the Presidency of Strategy and Budget of the Republic of Türkiye, established in July 2018. He carried out studies in the fields of corporate governance, risk management, budgeting and reporting, internal control, monitoring, evaluation, and auditing.
As of 8 August 2023, he has been serving as Deputy Secretary General of the Ankara Chamber of Industry (ACI). He is married and has two children.
